Carol Robinson
Principal
Carol believes information is key to making better decisions, and she's convinced the economic stability of our nation depends on lowering healthcare costs and improving population health. Her work is fueled by these tenets.

Carol was selected in 2009 by Governor Ted Kulongoski to lead Oregon's successful passage of major health reform legislation. She subsequently served as Oregon's State Coordinator for Health IT until 2013. In that role, Carol led planning for statewide health information exchange and oversaw Oregon's Medicaid EHR Incentive Program. In 2014, she was tapped to serve as co-chair of the Governance Subgroup under the Federal Health IT Policy Committee, charged with making recommendations to the Ten-Year Interoperability Roadmap for Health Information Exchange. Carol is known across the country as a strategic thinker on healthcare transformation, and has held advisory roles with several national groups.

Carol launched Robinson & Associates Consulting, now CedarBridge Group, in early 2013 with a shoestring budget and relentless hard work. Her neighborhood in Cedar Mill, Oregon is dotted with stately cedar trees and her favorite bridge is the iconic St. Johns Bridge, stylized in the CedarBridge logo.

George Beckett
Chief Business Development Officer
George is an experienced executive with a wide variety of skills ranging from program and project management, product development, implementation and deployment, marketing, sales, change management, strategic planning and operational delivery. He has extensive expertise in many segments of the healthcare industry.

George started his career with IBM, first as a systems engineer, then transitioning into sales where he was awarded for being in the top 1% of all IBM salespersons in 1990. He then started his own services and software development business where his company developed one of the first community hospital EMR systems, which was eventually installed in over 100 hospitals across the U.S. and U.K. Through this experience with hospital systems across the country, after selling his successful company he helped run a large hospital delivery network IT department and was later chosen as the HIT Coordinator for the State of Tennessee where he recently served being the central figure for advancing the state’s healthcare information exchange efforts and meaningful use adoption. He is currently on the board of the State of Tennessee HIMSS Chapter, and a former member of the HIMSS EHRA.

George’s favorite bridge is the Bridge of Sighs in Venice, Italy.

Christina Coughlin
Director of Consulting Services
Christina believes that each of us should do what we are able to improve our communities. She has extensive non-profit and coalition management, communications and outreach experience, and has worked with businesses, non-profits, and government entities as staff, consultant, and volunteer for more than 30 years. Christina’s work includes strategic planning, policy development, communications, stakeholder outreach, public engagement campaigns, legislative coordination and strategy, and non-profit organizational development.

Since 2009 she has focused her career on supporting health reform efforts. She managed communications for the coalition of groups that successfully lobbied for health reform legislation before the 2009 Oregon Legislature, and helped lead the stakeholder outreach and developed survey and assessment tools to gather information to inform planning efforts by the Oregon Health Authority’s Office of Health IT. Before joining CedarBridge she was the Senior Policy Analyst at OCHIN, a health IT innovation non-profit supporting federally qualified health centers across the country.

Deeply engaged in the community, Christina always tries to find the time to serve on at least one non-profit board or committee each year.

Christina’s favorite bridges are the Hawthorne Bridge in her current home of Portland, Oregon, and the Roebling Suspension Bridge in Cincinnati, Ohio the city where she grew up – both old bridges that continue to serve their communities.

Michael Matthews
Senior Engagement Director
Michael has been a long-time passionate champion for leveraging health IT to enhance the efficiency and efficacy of health care. Much of his work has been in health information exchange and he has achieved such industry milestones as being the first HIE to participate on eHealth Exchange and the first to interoperate with the VA, DoD and SSA health records systems. Michael also serves as President and Chair of the Board of The Sequoia Project, the operating entity for both eHealth Exchange and CareQuality, and he previously served as Chair of the eHealth Exchange Coordinating Committee.

Michael also has worked closely with diverse stakeholders in population health and value-based care initiatives. He served as chief executive for a provider-based ACO and as Principal Investigator for grants and contracts with AHRQ, CMS, Kellogg Foundation and the Commonwealth of Virginia. His accomplishments have been widely recognized by his peers, including being named as “One of the 26 Smartest People in Health IT” and “eHealth Advocate of the Year”.

Michael’s breadth and depth of experience are of great value to CedarBridge clients undergoing meaningful transformation processes. He joined CedarBridge in January 2017 as Senior Engagement Director.

Michael’s favorite bridge is the Somerset Bridge in Bermuda. It has been called “the world’s smallest drawbridge” and it’s hard to imagine a bridge smaller than this one. A 12 inch wooden plank lies in the middle of the bridge and is removed by hand each time a sailboat (with a mast taller than the bridge) needs to pass through. Given Michael’s gephyrophobia (fear of bridges), this bridge is just his size.

Betsy Boyd-Flynn
Senior Consultant
Betsy is passionate about working through the toughest problems in health care: lowering cost and improving health. Each stage of her career has been grounded in the worth of helping the health care system serve patients better.

As a Senior Consultant at CedarBridge Group, Betsy collaborates with clients to find strategies and solutions that will support them in doing their best work. Prior to joining the team in October 2016, she worked for the Oregon Health Care Quality Corporation for over two years as a program director managing contracts with the state Health Authority related to clinical quality measurement and utilization. Prior to Q Corp, she worked for the Oregon Medical Association. As the Deputy EVP, she focused on strategic planning and member services, public relations, and collaboration with health care stakeholders.

She holds a Master’s degree in English from the University of Kentucky, and the designation of Certified Association Executive (CAE).

Her favorite bridge is the Crooked River High Bridge, because seeing it means she’s getting close to one of her favorite camping spots, in central Oregon.

Pete Robinson
Senior Consultant
Prior to joining CedarBridge Group, Pete worked in several roles at OCHIN, Inc., including Interface Developer, Project Manager, and OCHIN’s Epic Care Everywhere Coordinator. As the project manager responsible for OCHIN’s implementation of Direct secure messaging, Pete acquired extensive experience with the standards and policies associated with the Direct Project. Pete also helped implement and maintain OCHIN’s interface with VLER (Department of Veterans Affairs’ virtual electronic record) via the eHealth Exchange/NwHIN, and built interfaces with Immunization Information Systems (registries) in ten states.

Pete earned a Bachelor of Science in Business Administration from Portland State University, and his favorite bridge is the historic St. John's Bridge in Portland, Oregon

Johanna Goderre
Senior Consultant
Johanna is committed to working toward a transformed health system using her skills in evaluation, data management and analysis, and research and policy. Johanna served three years at HHS, most recently with the Agency for Healthcare Research and Quality where she oversaw efforts to assess the impact of health IT investments and scale those federal investments to more implementers. Johanna also held positions in the Office of The Assistant Secretary of Health and the HIV/AIDS Bureau as an informatics advisor and public health researcher with deep knowledge of Title X and Ryan White programs and their interactions with state-level data exchange initiatives. Prior to that she worked primarily on federally-funded epidemiological research.  
 
Johanna holds a Master’s in Public Health and a certificate in Public Health Geographic Information Systems from the University of Illinois at Chicago.  
 
Her favorite bridge is the Øresund Bridge between Malmö and Copenhagen for its beauty, complexity of multi-modal services, and positive economic impact.

Chris Robinson
Senior Analyst
Chris enjoys his work for the potential positive impacts on individuals, communities and the economy. Prior to joining CedarBridge Group, Chris worked as a Plan and Policy Specialist with Health Republic Insurance Company, a consumer operated and oriented health plan. Chris was responsible for government and regulatory affairs, coordinating and managing plan design, and completing all regulatory filings with state and federal agencies.

Chris has strong knowledge around value-based healthcare payment models and the health IT infrastructure required to enable their success. Chris has also worked with several Performing Provider Systems in New York State under CMS’ Delivery System Reform Incentive Payment program.

After Chris graduated from Oregon State University in 2012 with a Bachelors in Arts, he completed an internship for United States Senator Jeff Merkley in Washington D.C. He currently lives in Boston, Massachusetts, where his favorite bridge is the Zakim Bunker Hill Memorial Bridge. Chris enjoys how the bridge shares many design similarities with the Tilikum Crossing in his hometown of Portland, Oregon.

Wayne Houk
Senior Project Manager
Wayne has a passion for people, excellence through details, and exceptional customer service. At CedarBridge Group, Wayne is responsible for delivering value to our clients by seeking to provide the highest level of quality in project management.

Prior to joining CedarBridge Group, Wayne spent 8 years in the non-profit setting, most of which he spent directing, planning, and executing national and international educational events for groups as large as 2,000 attendees on counseling and mental health topics. Wayne also spent 5 years in administrative roles in hospital settings before focusing on project management.

Wayne holds a Master’s degree in counseling as well as an Executive MBA from Temple University in Philadelphia where he graduated at the top of his class in 2016. For fun, Wayne loves to run, play tennis, and play the piano. His favorite bridge is London’s famous Tower Bridge, not only because of its historical location over the Thames and by the Tower of London, but also because of fond memories there with his U.K. relatives.

Melissa Balgley
Project Manager
Melissa is a Project Manager at CedarBridge Group where she leads, participates in, and contributes to a high-performance team through shared project leadership, multidirectional communication, and the development of high-quality products on time and within budget. Before joining CedarBridge Group, Melissa worked as an executive assistant at a recruiting company in Tampa. Prior to this, Melissa spent two years working with a social enterprise group of companies. This umbrella organization combined a for-profit company that provided information and records management services with a non-profit organization that integrated people with disabilities in the workforce. Melissa graduated from Long Island University Global where she studied in Costa Rica, South Africa, Australia, Brazil, and New York.

Melissa’s favorite bridge is the Hawthorne Bridge in Portland, OR where she grew up. One of her earliest memories is walking along the waterfront and watching the bridge lift for a boat to pass under.
